The guy has been on a rampage for decades and we finally take an interest now.  His actions have actually been decreasing  or stopped over the last several years. At the same time, President Museveni is a dictator who has violated all kinds of human rights, but has the support of the State Department. Hmmm.  why could we be interested in Uganda?  Why are we sending "advisors" to Uganda?
