If something like this were in place 250 years ago, there wouldn't be a 2nd Amendment since France, the Netherlands, and Spain provided arms throughout the war. If something like this were in place 70 years ago, then Europe might be speaking German today (which might happen soon anyway). Take the whole "Lend/Lease" program which provided weapons to the UK, France, Russia, China, and so on. It was started before the US entered the war. Then of course, there is Israel. It probably wouldn't exist either. That would really make the UN happy. I think everyone would agree that arms are ending up in places we don't like, but the corrupt UN is not the solution in fixing this.
