No, that would be a weekly commute. I have family there that has
already offered living space and I've already worked out the route from
Metro to airport.
Never said it would be an *easy* solution, but it is an option. Right
now I've only got a few of those.

Last month a taught a ColdFusion MX course for 9 programmers from M & T Bank
there in Buffalo. It was a customized course which included integrating CFMX with
XML and Java along with an introductory lesson on XML. I was very impressed by
their project manager (Michelle) and the scope of their multiple projects they
are undertaking with ColdFusion MX. They recently hired a contractor in CF who
has less experience than you do (as per your communications here). I think you
should contact M & T's programming department and ask for Michelle (I don't have
her last name or email currently, but could probably get them for you from my
training broker if needed).
I think their normal pay range for full-time employees is 45,000 - 55,000. If
you communicated that you would be very happy to come in as a contractor at $20
an hour, that might be very attractive to her. She is a very fair person and one
of the best project managers I have ever dealt with. I know that they have a lot
of big plans for CFMX development. They might be very interested in an
experienced guy at an affordable rate. Give it a try.

That is figuring in things like that. Most people don't understand the
effect of extended fiscal depression on an area but Buffalo is a good
case study for it.
My annual cost of living is right around $35k/yr. That includes a
mortgage, two cars, insurance, food, gas and even a little for
entertainment. My first job in the area was a Jr. developer position
and paid $32k to start and I left after a year and a half at $37k for a
job paying $41.6k (20/hr). Given those kinds of numbers combined with
the weather and political climate it is easy to see why a lot of people
don't even give this region a second glance.
That's why my option of working in DC and still living here is fiscally
feasible. I can get a "low paying" job for that region and still afford
the $5k per year it will cost me to fly back and forth and still put
money in the bank.
As far as billable hours, so far I'm still at 0 as a freelancer. That's
the downside of being new at all this though, I guess.

I guess I could accept a lower rate if I was guaranteed 160 hours of
work
a month; but that doesn't happen. If I hit 80 billable hours a month
I'm
happy. If I do under 40 I'm hurting.

I feel your pain... and the sad thing is that the rate you mention isn't
outside the bounds of what cost of living is for this area (Buffalo). I
could actually get away with charging between $15-30 / hr and keep up on
the mortgage!
I'm going in tomorrow to talk to a car dealership about an Internet
Sales Manager position that would at least keep a paycheck and medical
coverage. I'd prefer to stay in the programmer field, but I should be
able to do contract work as well.

The only way to compete is to do better work which includes communications with
users and clear translation of requirements to the final application with a well
designed and labeled user interface. These fundamentals are frequently done very
poorly with "made in India" applications.
The better companies will pay the tab to get better applications. There will
always be a market for Mercedes and Porsche as well as a market for the Kia and
Hyundai.
