The web server actually sends ALL requests to CF by default - regardless of what's mapped in the web server configuration itself - so CF does need a list of URL patterns that it will explicitly respond to, and everything else gets passed back to the web server. And it has to work this way, basically, because there are a bunch of URL patterns that don't actually correspond to files that the web server can know about (/CFIDE/Main/ide.cfm, CFIMAGE, CFCHART, etc, etc).
