CFAdmin - Managing Individual User Logins

Are you using Standard, or Developer? They are two separate things. You should have the option to include them in Developer, if you've enabled multiple user logins on your server. If you're using Standard (which on second thought seems quite unlikely) you won't have access to the CAR stuff at all, I believe.
