Application cfm and Virtual Directories

If one has a IIS virtual directory "bar" defined for a website "foo", then it is accessed something like this "http://foo/bar/myTemplate.cfm". Should or should not an Application.cfm in the root directory of "foo" be used by myTemplate.cfm. For some reason this is not happening for me on a project.
