DESPERATE!!! Any way to embed SWF within CFDOCUMENT (PREVIOUS LY CFDOCUMENT ERROR)

Yes, creating them is fine, embedding them is the problem. Thank you for

He's already creating them on the fly. His problem is embedding them in a
PDF file.

Check out Ming (PHP). This can create .swfs on the fly.
