Developer for On-Line Image Editor

We need a developer to develop an on-line image editor. We intend to license and have you build upon what we license. We think flash would be best in terms of functionality, cost and development time but we are open to suggestions. You must be a GREAT communicator and be available via phone & e-mail. You will be a key contributor and we are open to new ideas. Limited time & budget initially, however expected to grow functionality and project scope once past proof of concept stage. This is a contract, work remote position.
