Could people give me some feedback on this new layout attempt?

Targets are:
1. wider content window
2. standardized section name (the news bar)
3. new design for side bar (will be clickable to open/close and hopefully
done without the gaps)
4. standard banner on top and to the right side (rather than bottom and
left)
5. standard footer options (should they be moved?)
6. tall banner is right aligned totally to not interfere with content
I still have to move the FAQ button onto the yellow bar next to resources.
How does the signin button grab you. How would you like it changed? color,
location, options, etc.
