Hi, Rob.  I am running a complete hosted email solution that happens to be ColdFusion based, and provides for WYSIWIG newsletter creation; a number of companies are currently using it. One good feature that matches your needs is that for one list, you can have multiple sub-groups that either overlap or are exclusive of each other.  If you want to avoid programming it yourself, the fee is reasonable.  Or, if you want to purchase a license for your own use, we could discuss that.
